A friend i play with frequently hits his skills using a warbow with 250-300ms ping. Once you get used to the delay its possible to use any weapon that you feel comfortable playing with honestly, personally i go soul scythe for teamfights because its relatively easy to hit with 300ms ping but to each their own, try to experiment.
