Her level 6 is great into Cait, who's dash (E) has a delay so you basically can guarantee a flash from Cait when you ult. I think that's supposed to be the thought process behind it. I suck at laning against Cait's though, but I think those are the reasons. I'm pretty sure it's a "soft-counter" rather than a total lane counter.

optimal cait counters would be (imo): Ashe: Her ult is hard to dodge and is a strong lock-down. Miss Fortune: Easy to punish with her Q if Caitlyn tries to out-range from behind minions. (this is who i usually play against Caitlyn) Twitch: Once he hits lvl6, his invisibility makes it really easy to get in close-range to burst her down.

Ashe imo is one of the hardest counter to Cait. Twitch, Jinx wont cause you much trouble in lane but after laning phase they are stronger, esp Jinx. Sivir can counter you in theory with her kit (she outpush you, shield to block ult/Q/trap/E or any kit you do), but you outrange her so if you has more experience you wont have much trouble.

Caitlyn is a lane bully, she has good matchups against most ADC’s. In terms of who does best against her, it would just be the meta adcs at the moment (currently MF). Vayne shouldn't demolish Caitlyn in 1v1 unless she manages to sneak up on you. With RFC, Caitlyn has like 250 range advantage over Vayne (for the first AA). If Vayne tries to engage on Caitlyn, she will have to burn her Ult+Q just to get in the AA range or eat RFC crit from Cait which would easily take away 30%-40% of her HP (assuming late game).

Ashe, and Varus because they can match Caitlyn's range. Sivir is also good because of her Q poke and E giving free mana out of her traps.

Blitz is listed because he has cc, and all of the champions listed as counters are listed because they have attributes described in the section "Picking Against a Caitlyn" immediately above the champion counter list. Kog and Vayne both fall under "high scaling" Caitlyn is a lane bully because of her range, and I stand by this fact.

Caitlyn has one of the lowest base ADC healths at lvl 1, while Draven has the biggest. Draven's Qs do the same damage as Caitlyn's trap damages do, so even if you could trap Draven down, it's goodbye to the Caitlyn. Especially if you hit any form of CC on Cait.

When I look up Vayne counters you'll always see caitlyn as #1 Vayne Counter and people also tend to pick Caitlyn against a Vayne too. However, I never managed to lose against a Caitlyn as Vayne and I don't understand how Caitlyn might win from Vayne apart from the slighty longer range.
