Jul 25, 2015 · Linney: I was not using the Administrator Elevated Command Prompt. I read the link you attached and attempted to use telnet via the Administrator Command Prompt. It didn't work. I still get the same reply "Could not open connection to the host, on port 23: Connect failed I do have telnet enabled in Windows 8.1. Thanks for the tip.

I tried Cannot send email (SMTP-Port 25) Diagnostic on Azure portal : This subscription is authorized to send mail over TCP port 25. Your friend's Telnet client is obviously attempting to connect to port 23, not 5555 or 43839, since that's what it says in the error message he is getting. Ask ...
When I try to import the host on the CM, it fails saying traffic on 5565 not allowed. I checked the omnirc file and made sure ports are opened (see below). Port 5555 seems to work, but since these are new clients, CM wants/needs to use 5565 for new installation.

You telnet to the 5555 port only to ensure that is listening, do not expect a login prompt. Second, you can telnet to the host to the normal 23 port, but you cannot login with root by default.
