28.07.2015 · I read the link you attached and attempted to use telnet via the Administrator Command Prompt. It didn't work. I still get the same reply "Could not open connection to the host, on port 23: Connect failed I do have telnet enabled in Windows 8.1. Thanks for the tip. It's very common to block (unauthorised) access to SMTP servers to prevent spam relay. If telnet tk2smtp.msn.com 25 could not open a connection, then there's nothing you can do your end.. Some servers use a different port and/or encryption, like the "message submission port" 587.Or like 465 for secure SMTP, but then you would need some library rather than plain telnet.

The specified port 993 is open from internet to my DMZ WAP server which has my public IP of the exchange server address. But looks like the port is not open between the actual server and the DMZ Server

The telnet command connects to the host you specify as the first argument on the port you specify as the second argument (or 23, if you only specify a single argument).. When you tried to execute telnet port, it tried to connect to the server port on port 23. Since there is no server with the address port (unless you specified it in your pc's hosts file), telnet couldn't connect to it.
