Switching back to dtoverlay=vc4-fkms-v3d (fkms!) makes the RPi boot successfully.. My issue is with recent LibreELEC builds. But given the other bug reports, I figured it is OK to file the issue here.

However, if I switch it back to dtoverlay=vc4-fkms-v3d I am able to use both HDMI ports and not able to access the i2c busses. I need to be able to do both.
