Feb 22, 2019 · I looked at the mounted drive in the VM's settings and noticed that a .avhdx file is mounted, not the parent .vhdx file. There is a notification below the Virtual Hard Disk that says "Edit is not available because checkpoints exist for this virtual machine". Again, no checkpoints listed. No drives (VMs nor Hosts) are full.

How to Expand?

Solution: Shutdown the VM so the changes are merged. Then you can expand it. Do not delete the files, it will have unintended consequences.

However, it still will not let me. I also restarted and then shut down the VM after removing all the checkpoints in case that was it. hyper-v.
