One is Ubuntu based, one is Fedora based. Pros and cons are hard to nail down since they're so subjective. For me personally: I like dnf better than apt, it's faster, I don't need to use a different command to search vs install packages, the syntax is more straightforward and intuitive for my way of thinking.
