Not sure it's possible in Gnome on Xorg yet. But I believe it's possible on wayland. It's called Fractional Scaling.

Is there a way to enable fractional scaling? Does it work well with Manjaro? And why isn't there such option in the GUI settings?

GNOME doesn’t officially support fractional scaling. There are some commands to enable if you Google around, but I haven’t gotten it to work and there are issues with using it since it is experimental . Instead what I did on my 4K display is to go into GNOME Tweaks and increase font scaling. I used 1.3 which worked well.
