I did a fresh install of Fedora last night and most recent Gnome 40 packages to see if they've resolved this at all. Upon boot (and subsequent boots) it was still sitting at 1.2gb. I tested KDE as well, 720mb upon boot. On Arch, KDE sits around 480mb. Gnome around 1gb.
