Hi, I have just set up home assistant with a new light bulb and is is showing up as an entity but there is nothing in the devices section. I was hoping to set up an automation to make the light turn on and off but when I select Device under actions, it does not show up.

I'm not sure the solution to your problem, but to answer your question, devices are physical things integrated into your system like a bulb, switch, plug, etc. while entities are essentially the virtual components that provide information back to your HA and/or control your physical devices.
