Low FPS in crowded areas is quite a common thing (city, bank, market etc), but if you're experiencing the same FPS in the openworld then try changing your in-game video settings. Most definitely turn shadows off in game settings. Also try bringing some other video settings down to 'medium' quality. Deathskills gefällt das.
