My personal preference for reinstalling Nextcloud is to simply do a fresh install and then re-upload all the files. It leaves you with a completely fresh install, no leftover issues from the previous install and it is really easy. The official way I assume would be to back up and restore the database so that you wouldn't have to rescan everything.
