So in your case, your VM is telling the parent partition that it requires much more memory, but the parent partition cant assign it, since there is not that much available. The memory status should also indicate 'low' or 'warning'.

03.04.2011 · Hello, I have converted all my VMS to dyanmic memory and for some reason a handful of my VMs are stuck with memory status as "LOW" in some cases it has gone to warning. I have to move my SQL 2008 box of dyanmic to static. Each machine has a buffer from 30% to 40%. I have googled around and there is enough storage on the shared cluster drive.
