This is how I installed my ubuntu 19.10 to an external hdd. Disconnect windows dis. Boot with your distro live USB. Install to external hdd/ssd. Select Something else. Create your efi system partition with boot and esp flags set. Create root,home,swap partitions. Partitions will be created and the esp partition will auto mount to /boot
