The way I always did it is jump into Windows and use MiniTool Partition Wizard to shrink the Windows partition. Then, jump back into Manjaro and use GParted to extend the / partition. It shouldn't take more than 20 minutes (on an SSD), MiniTool does a fairly good job of moving data around to safely shrink the partition.

I have dual boot Manjaro with Windows 10. I had allocated 26GB as my root and 4GB as swap for Manjaro Linux. I store all my data on the 800GB Data partition (Windows) which I mount when I use Manjaro and so can access it from both Windows and Manjaro. The 26GB root partition has almost filled up now causing errors in updating and downloading apps.
