MDPI can be a bit variable, and I suspect it depends on who is on the editorial board for the particular journal. They are quick, but they also have a tendency to spam with lots of requests for papers/reviews/editors etc which contributes to the impression that they could be predatory, as they are open access and therefore charge for publication.
