Zabbix is database driven, Nagios lives in flat-files. Zabbix is built with a management/configuration tool, Nagios requires you to use a third-party tool or write the configs by hand. Most third-party tools for Nagios will store their data in a database and dump it to the files, so good luck with customizing the checks outside of the DB.
Zabbix released its first stable version in 2004, by that time many people had been using Nagios for years. Nagios's plugin architecture is pretty simple and Nagios forks (Icinga, et al) strive to maintain compatibility.
Nagios vs. Cacti vs. Zabbix vs. ??? For years I didn't touched monitoring and this week I had to do a research and a little of testing - I'm puzzled. Nagios : Years ago that was basically the only sane choice; from what I see it's more commercial now, the free one still looks the same and it's still PITA to configure it to get graphs.
I know Nagios cost like 4 grand, and Zabbix is free, so that's kind of a huge deal, but I can get the 4 grand from my company if I need too.
