19.07.2017 · The maintenance mode page is currently in Nextcloud branding and doesn't respect the theming app or themes, because nothing of this is loaded during that. We should maybe update the maintenance page to a plain unbranded page that would not contain any Nextcloud branding, but a generic branding to not interfere with branded versions of Nextcloud.

Sep 29, 2018 · Perhaps somehow NC thinks it’s still in update process or what and automatically re-enables maintenance for this reason. In that case I think it’s possible to reset the updater stage, but need to digging this out again. I am try to upgrade NC from 14 to 14.0.1. NC has take one an half hour. and still in maintenance mode.

I resolved this by updating all the apps, putting nc in maintenance mode on and off, and then files:scan. nextcloud-bot mentioned this issue on Jun 21, 2018.
