For the VSS snapshot process to occur, I/O to all databases stored on the underlying volumes must be temporarily frozen, at which point the HPE Nimble Storage provider initiates the snapshot. However, this process may time out if too many databases need to be quiesced or if the number of available worker threads are not enough to quiesce each database.
