If you mean the month of release, that might be right. We'll see. But if you mean the version number it will have when it comes out, no. The branch from master happened on February 15th, so the version number will be 21.02. 19.07.0 final was released in January 2020, but the branch from master happened in July 2019, so that's why it had the version number that it did.
