What is the absolute minimum permissions required that the service account used to run the scheduled task will need? I will be creating 2 seperate tasks, one for a weekly system state backup and the other for a daily AD snapshot.

Windows has a special backup privilege that allows applications to read anything, regardless of permissions. If you want to perform a backup, you want to use an application that makes use of the backup privilege. Most if not all full-blown backup applications use the backup privilege, but there is a much easier way: run robocopy with the parameter /b.
