When I open the application, pgadmin launches in Desktop Mode, as a standalone app. My goal is to force pgadmin to run within a browser instead, but I'm having trouble finding out how to do this, either as a one-off instance, or as a default (which is my goal).

Why? pgAdmin 4 v4.28 includes additional security features, one of which is intended to prevent security issues caused by Content Sniffing. I had it as default, since I was working on other html files, and didn't want them to interfere with Chrome tabs that were already open on opening those files. So it was already "running in a browser", they just kind of hid that fact. For whatever reason (I think maybe issues with the QT browser widgets), they decided to drop that and just launch it in whatever your native browser is. IOW, there's no going back to "standalone".
