The issue here is that your USB drive is most likely a NTFS or Fat32 drive, and is dynamically mounted by udev. Since NTFS and Fat32 don't support Linux file permissions, udev, by default, mounts it with all files set to 700 (only current user has access). Plex runs as a different user and thus has no access to the drive.

Apparently requesting the "bionic" image instead of the default, "focal" image alleviates these issues. Anyone know what these mean? Most likely the Docker tags, e.g. Plex/bionic instead of Plex/latest or Plex/focal. You'll have to look them up, those were just examples.
