I mean, I used Slackware and Gentoo through most of my college years. Absolute messes as daily drivers, but they worked well enough for programming-related classwork.

Just go with a rolling release distro. If you choose an versioned distro you will be stuck with outdated dependencies (older than 6 months, sometimes more than a year) most of the time. A simple distro like Arch can redure the maintenance on the distro itself so you can focus more on the programming part.
If you prefer a distro that is acceptable for both rather go with the main distros, fedora, debian, ubuntu or openSuSE. And of course there is always the option to just have your main distro for programming and booting in live usb stick with Kali if you need the pentesting tools it offers. 13. level 2. Corndork2.
