If the configuration database is installed on a local SQL instance (the default installation), then SQL Express should be allocated 1 CPU core and 1-1.5 GB RAM when planning your resource usage.

The job as a whole showed “Waiting for processing resources availability”, and the individual machines showd “Resource not ready: VI proxy”.

Veeam seems to work great for local backup job, whether the repository is a local server (even the BUS), or a CIFS Share, or anything. But when it comes to Backup Copy jobs, they are just so unreliable to me. And this mostly applies when the Backup Copy is being sent offsite over the WAN.

For better assistance you better should open a case with a support team, since this type of issue would be resolved much more faster within a short remote session or a quick look into logs.
