From what I have read it should work in RAID 1 and I followed the directions on Synology website on how to do it. The two new drives are larger and both "Intitialized" yet I cannot seem to add them to the storage pool.

Always install enterprise-level drives on the FS/SA/UC/XS+/XS series models. That said, starting with DSM 6.2.4 (released 3/22 for the RS3621xs+) it will be possible to use non-supported (but not explicitly incompatible) drives to create a new Storage Pool (with a similar warning).
