The tightVNC file transfer extension is not well supported on anything but windows. Show activity on this post. Not all VNC viewers support file transfer, as it's not part of the original protocol.

The solution I recently found here is to run X11vnc on the server and tightvnc as the client I login to the server with ssh and start the X11vnc. It will automatically look for X:0 (make sure it is running). Next start tightvnc specifying X:0 192.168.131.108:0 for example.
