ProxMox is awesome and you can simply run docker instances inside one or more VM's, but TrueNAS SCALE supports docker natively afaik. Also my experience with TrueNAS is that it goes better with your storage and backups. ProxMox does better with pure virtualization but the backup stuff is... i'm not a fan personally.

TrueNAS is easy when it comes to SMB shares and time machine backups and it is capable of hosting standard VMs. Proxmox is focused on hosting VMs and gives you lots of options like hardware pass through, high availability and different storage options. For the SMB part you would need a extra VM handling it.
