From what I see in OBS, yes, Twitch is still limiting bitrate to about 6000. I have OBS set to a bitrate of 12000 Kbps, but I also have the box for "Ignore streaming service recommendations" unchecked. Below that, it shows the Twitch limits: Maximum Video Bitrate: 6000. Maximum Audio Bitrate: 320. Here, "recommendations" is code for "limits".

There is an upper limit at which you break stuff, and my understanding from reading around (but not from any experience, so take with a grain of salt) is that at a certain bitrate, Twitch's backend just goes "No." - and you get nothing coming through.
