Edit: also SMTP may be disabled on the tenant (it's considered a legacy service and Microsoft encourages disabling it). Either way, the fastest way to resolve this is to work with a tenant administrator.

Now, in the multi-factor authentication page, you’ll see the users as whether they are using MFA or not. As you see below, CRM Admin is Enabled for Multi-Factor Authentication, but not Enforced.
