If it isn't there you might wish to try. sudo add-apt-repository ppa:ondrej/php && sudo apt-get update instead of just add-apt-repository ppa:ondrej/php and see if that makes a difference. Share.

Take Shutter for example. It’s an excellent screenshot tool for Linux but it hasn’t been updated in years and thus Ubuntu has dropped it from Ubuntu 18.10 and newer versions.
