To simplify the driver management for the boot media, I recommend to install a Windows first on the new hardware. Then create a boot media on the new hardware with VAW.

It sounds like you are trying to restore from a Veeam Agent (Veeam Endpoint) backup of a physical machine to a VM. The Veeam Agent backup files are stored on an external USB hard drive, and you can't get the USB device to pass through to the VM. Couple potential issues with this: You are asking for BSOD issues by restoring to dissimilar hardware.
