The VeeamFLR VM has successfully been installed in my vSphere environment, I can see the directories of my backup and I have chosen the file I want to restore. The software asks me the credentials.

I am thinking that you cannot run it as a SQL Agent job as SQL does not understand the Veeam PS commands. Try adding this to the PS script before the connection to VBR line to see if it helps in the SQL Agent context - asnp VeeamPSSnapin. This loads the Veeam PS modules.
