The only thing that matters here is that the additional workload they are trying to process requires more than 1 remaining instance, so it could only be a server (as only servers require more than 1 instance, specifically 3 instances).

Reasons for this include: Too many jobs are running at a time for the number of concurrent tasks set across all proxies available to the job that failed. I think you can check it yourself (you seem to have an access to the backup console). Go to License Information, click Sockets, and check there whether the host Oracle VM is running on has a socket license assigned. Thanks!
