Since Windows 10 Version 1809 Microsoft changed the way how language packs are installed. Microsoft now provides “LanguageExperiencePacks” that contain partially-localized language packs.

On a recent project there was a requirement to install different language pack's and configure regional / keyboard settings.

Sysprep will fail if I install the language pack because the appx package is not provisioned to all users. We are doing thick images on a virtual hyperv machine and capturing it with SCCM.

But i am encountering an issue on Windows 10 1903, where if i use this command to install the language pack on an image with slipstreamed updates, both Edge and the search bar are broken after Windows is installed. Edge is renamed to "Application guard welcome message", is missing all its toolbar icons, and crashes if you click on any of them.

There doesnt appear to be any current documentation on how to accomplish this during OSD using sccm with the change in how Windows applies languages. Any assistance would be greatly appreciated.
