I created a new account and tried to send my very first message. It's a normal message, but I can't send it at all. My message was neither spam or anything - it was just a normal business mail. Yet it was blocked by Yandex and my rights to send emails were eliminated. I mean, it was a 2-minute old account I've created for business emails.
