For system-wide (all users) installation, place your fonts under /usr/local/share/fonts/. You may need to create the directory first; mkdir -p /usr/local/share/fonts . /usr/share/fonts/ is under the purview of the package manager, and should not be modified manually.

28.09.2015 · @wh75er definitely not the right place to ask those questions. It has nothing to do with all-repository-fonts. I honestly couldn't tell you why archlinux-keyring works the way it does; pacman just doesn't force it to update first anymore. More here.
