So for some reason in my 32bit prefix of wine in arch linux (to run musicbee), nearly all of the non-english character scripts (chinese, greek, korean, japanese, burmese, etc.) show up as broken encoding in the file name instead of the usual like missing font …

I recommend to install Linux Libertine and Noto fonts. pacman -S noto-fonts noto-fonts-emoji ttf-linux-libertine. restart your browser after installing new fonts to take effect.

I assumed this is due to missing fonts, but haven't been able to determine what's missing. Every now and then I see some missing font symbols (the rectangles with some letters inside) and I usually either don't bother enough to find which font package I am missing or I give up after a few minutes of searching and installing wild packages that are recommended on reddit/somewhere else.

Somewhere under the general recommendations part of the wiki it suggests installing ttf-dejavu fonts (I've made sure I've done this on all of my installs so far). You might try that as well as any other font packages you think you might be missing.
