FWIW, I've run Plex on Ubuntu server in the past - both installed locally and also in a docker container (it was an old tower pc, 4 data disks configured for RAID 5). Using Docker was the best way to do it, everything is containerised and it's easy to experiment with other applications etc without worrying about breaking something in the meantime.

I think Plex works pretty well these days on any OS. I have mine setup on a Windows Server 2012 R2 VM with all the nooks and crannies. I've also had it run on a Ubuntu server, and it worked just as well. I would say its really what you're most comfortable with working on.
