Nope! In my experience, most do, but there are more Ukrainians who think they can speak Russian than there are Ukrainians who do speak Russian. Of those who think they can but can’t, most speak a Russian-Ukrainian creole. I’ve met several who can speak Russian when they are paying attention, but slip into creole when excited or upset.

Ukrainians have different preferences. There are people who really prefer to speak Russian only, but there are people who may speak Russian more often than Ukrainian, but speak Ukrainian with family or friends as well. Those still may be counted as preferring Russian, but the two groups are not one and the same and may have different reasons.
