18.03.2013 · The directory where Xfce stores the configurations of the panel is /home/user/.config/xfce4/panel/ Just erasing it and loging out and in will restore the defaults configurations that your distro ships in. Yeah, that's a big part of the problem. I accidentally deleted that directory when I was *haphazardly* following the first procedure.
