I have been unable to get custom global themes (installed with the “Get New Global Themes…” button) to work completely.

That’s a lot of ground for the theme developer to cover, and the theme must also be applied via a single click. Therefore, it is not uncommon for some of those global themes to mess things up and cause System Settings to crash, or worse, ruin your entire desktop.
