For example to switch to tty1, we type CTRL+ALT+F1. This is how tty1 looks in Ubuntu 18.04 LTS server. If your system has no X session, just type Alt+Fn key.

Especially if it has to be done during the boot sequence. I even tried once pressing that key combo during the boot of a VM.
