Manjaro has its bugginess and Linux mint by default comes with an older kernel and older mesa versions. 6700xt is relatively recent so you want some more recent graphics packages for the best experience. Pop does update the kernel and mesa drivers quicker than most other Ubuntu based distros by default, including Mint.

I believe the difference between manjaro and mint is the base kernel. Manjaro is based on arch linux and will get rolling releases, so you will have the newest programs and features, but it is more prone to bugs and stuff breaking. Mint is based on ubuntu, which is a debian system. The updates will be a bit older, so you may not have the latest driver, but it will be much more stable.
