Unable to access Hyper V Manager after the Windows Update 1809. Getting the following error. Hyper-V Virtual Machine Management service is running properly.

It could be a 2012R2 bug or permissions problem. I would recommend completely removing the Hyper-V role and all of its dependencies, rebooting the server, and installing the Hyper-V role back.
