All you need to do - enable tape cleaning option in the tape library properties via Veeam B&R console. Please make sure that automated tape cleaning is disabled in the native library console (otherwise you might get additional drive cleaning runs).

An cleaning tape is not visible in media pool, because it does not belong to any media pool. It is part of library management. You have to replace it via the library gui. Veeam does not manage cleaning tapes. In the library gui you will see the status of the cleaning tape, too. E.g. how many cleaning cycles are left for the specific cleaning tape.
