There are only three things I can think of that might be preventing you from connecting: Do you have a firewall in place?

x11vnc - allow VNC connections to real X11 displays version: 0.9.13, ... as the user (and most likely refusing to run it if the password is not correct.) ...

Reverse SSL: using -connect in -ssl mode makes x11vnc act as an SSL client (initiates SSL connection) rather than an SSL server. The idea is x11vnc might be connecting to stunnel on the viewer side with the viewer in listening mode. If you do not want this behavior, use -env X11VNC_DISABLE_SSL_CLIENT_MODE=1.

In order to tunnel a port with ssh, you need an ssh server running on one side of the connection, and an ssh client on the other. Unless there's an iPad app that lets you run an SSH connection and makes the tunnel available to other apps on the device, you're going to be out of luck with this approach.
