Assuming dnsmasq is RFC compliant for DHCP relays, you should be able to create a scope as directed here. Dnsmasq lets you specify a full subnet instead of just the last octet / host addres sthough though, as in dhcp-range=192.168.1.50,192.168.1.250 or similar. You'll still need to specify a netmask.
