Disable the manually added folder 2. Under licensing, check the box that allows you to consume free licenses. I know that sounds strange, but nothing worked til I did both of those.
02.07.2021 · Backup repository rescan may be required, for example, if you have archived backups from a backup repository to tape and deleted backup files in the backup repository. Or you have copied backups to the backup repository manually and want to work with them in Veeam Backup & Replication.
25.04.2018 · Hello, I have updated to VBR 9.5 U4, and now I have a daily job failed. Rescan of Manually Added --> Fail. “Error: Remote deployment and management is available for licensed agents only. Please change your backup server settings to allow managed agents to consume the license, then perform a protection group rescan."
25.02.2019 · Make sure that you allow the consumption of licenses for free agents. You will find this option under General > License. Another workaround is to disable the protection group. Right click “Manually Added” under “Physical & Cloud Infrastructure” and click “Disable”. Let me know if one of these workarounds worked for you.

Once it's failed, go to C:\programdata\veeam\backup\ and sort by date modified. You're going to find a test credentials log near the top that will go into verbose detail on the precise call being made and why its failing. it's more detailed than the rescan logs, and will allow you to attempt the same calls via file explorer using the same credentials and verify the answers found.
