What i can tell you is that i've used up about ~25 days of premium and i got my first T6 gatherer laborer a few days ago.

As of right now, the global discount is 50%, meaning journals are about 15% cheaper than normal. Its probably cheaper to buy most journals from the caerleon auctionhouse rather than directly from the laborers, but you'll have to check and see for yourself. I'm not familiar with the current price of journals on market.
